<p><em>BCN</em> remembers Dr. Julian Farrand who passed on Friday, July 17th, 2020. He was 84 years of age.</p>
<p>Julian Thomas Farrand was born August 13th, 1935 in Doncaster in the West Riding of Yorkshire.</p>
<p>Dr. Farrand QC(Hon), formerly the Insurance Ombudsman, became the Pensions Ombudsman, and he had been a Law Commissioner and a University Professor of Law at the University of Manchester where he was Dean of the faculty.</p>
<p>Most recently he lived in Morpeth, London, SW1.</p>

<p>His first recorded game in Megabase 2020 was white at the 1968 British Championships in Bristol against life-long friend CGM <a href="http://britishchessnews.com/2020/04/10/remembering-cgm-keith-bevan-richardson-02-ii-1942-10-iv-2017/">Keith Bevan Richardson</a>. Together with Raymond Brunton Edwards, Julian and Keith were long-time trustees of the BCFs Permanent Invested Fund (PIF).</p>
<p>Julian played for Pimlico, Cavendish and Insurance in the London League and he maintained a standard play grading of 172A in 2020 as well as a FIDE rating of 1943 for standard play. He also played in the London Public Services League, the Central London League and the City Chess Association League. He made regular appearances in the Bronowski Trophy competition and the World Senior&#8217;s Team Tournament.</p>
<p>His (according to Megabase 2020) peak Elo rating was 2238 in April, 2004 aged 69. It is likely to have been higher than that if it was measured.</p>
<p>Julian joined Barbican following its merger with Perception Youth to become Barbican Youth in the Four Nations Chess League (4NCL).</p>
<p>His favourite openings with white were : The Richter-Veresov Opening in later years and the English/Barcza Opening in earlier times.</p>
<p>With Black he enjoyed the Czech System and the Lenningrad Dutch.</p>
<p>His son, Tom, is a strong player and a successful barrister with expertise in Intellectual Property Rights, Trademarks and Copyright law.</p>
<p>His wife (married in 1992), <a href="https://en.wikipedia.org/wiki/Brenda_Hale,_Baroness_Hale_of_Richmond" target="_blank" rel="noopener noreferrer">Baroness Hale of Richmond</a>, served as President of the Supreme Court of the United Kingdom from 2017 to 2020, and serves as a member of the House of Lords as a Lord Temporal.</p>

<p><a href="https://www.ecforum.org.uk/viewtopic.php?f=46&amp;t=10928" target="_blank" rel="noopener noreferrer">Memorial messages have been posted</a> on the English Chess Forum and many will, no doubt, follow. Included are older games from John Saunders not found in the online databases.</p>
<p>In 2015 Julian (together with fellow trustees Keith Richardson and Ray Edwards) received the <a href="https://www.ecfresource.co.uk/ecf-awards/" target="_blank" rel="noopener noreferrer">ECF President&#8217;s Award</a> for services to the Permanent Invested Fund.</p>
<p>Here is the citation from the 2015 award :</p>
<p>&#8220;Julian is best known as the first*-ever English ombudsman (in insurance). He is the husband of law lord Baroness Hale. I (SR) first met him at about the age of 12 year old when playing for my school. He is about four years older. Both Ray and Julian are members of the Book of the Year Committee and have been reviewing books for this purpose for many years. Both are quite strong chess players, indeed playing for England in the same team in the European 60+ Team Championship in Vienna 11-20 July 2015. Keith was to have been a member of the same team, but his wife’s ill-health forced him to withdraw.&#8221;</p>
<p>*On January 15th 2022 we received the following electronic email message from Heather Ridge, a legal assistant as follows:</p>

Julian Farrand was most certainly NOT the first Insurance Ombudsman. The late James Haswell OBE was appointed the first Insurance Ombudsman in 1981.</p>
<p>I know this as I had the privilege of being his first Senior Legal Assistant. Please correct this immediately.</p>

<p>One thing I failed to predict for 2021 (amongst numerous others) was having a hardcopy of the ECF Yearbook to review. I was not sure there would be a yearbook of any kind based on a lack of material to report combined with an impending fear of the hardcopy version being deprecated.</p>
<p>At this juncture I feel it appropriate for the Yearbook to (correctly) quote (but often misquoted) Samuel Langhorne Clemens (aka Mark Twain if you didn&#8217;t know otherwise) that</p>

<blockquote><p>The report of my death was an exaggeration</p></blockquote>
<p>A Yearbook of English chess was &#8220;first published sometime between 1904 and 1913&#8221; but not by the BCF. The first BCF Yearbook may well have appeared in the 1930s but <a href="https://www.ecforum.org.uk/viewtopic.php?t=7115" target="_blank" rel="noopener">the jury remains unclear</a>. BCF Yearbooks continued up until 2005 and then became the ECF Yearbook in 2006 which suggests at least 90 odd editions. The events (or rather the <em>lack of</em> events!) after March 2020 led myself to believe we would not see an ECF Yearbook until 2022 if at all!</p>
<p>Despite all this Private Frazer style doom and gloom</p>

<p>and thanks to the good offices of Andrew Walker (ECF Webmaster) we not only have a Yearbook but, dare I say it,  we have an excellent one with more pages than the previous year! So, (as they frequently say on television) <em>how did they do that</em>?</p>

<p>Being a Yearbook the overall layout would normally include formal content that you might be forgiven for leaving for the ubiquitous &#8220;rainy day&#8221;. Perhaps we should update that and leave things for a &#8220;sunny day&#8221;?</p>
<p>ECF CEO, Mike Truran OBE kicks-off with the year&#8217;s positives and he immediately thanks those who carried largely unpaid work on behalf of English chess and the ECF.</p>
<p>Gone are the lengthy (dare I say tedious?) lists of officials, Title holders, Past Champions and all the other content which is largely unchanged year-on-year. Most of this information has been migrated on-line and may be found on the <a href="https://www.ecfresource.co.uk/" target="_blank" rel="noopener">ECF&#8217;s satellite Resource</a> web site. This makes complete sense since this location may be maintained throughout the year rather than being cast in stone (or rather paper).</p>
<p>This is followed by an itemised list of the ECFs Strategy and Business plan which contains many laudable and worthy statements of intent some of which, at least, will hopefully eventually be brought to fruition.</p>
<p>I won&#8217;t go through every section but I would like to pick out a few  highlights. It was gratifying to read of a small army of volunteers whose efforts were recognised with various awards including Bude Chess Club and the Hull International Congress.</p>
<p><a href="https://britishchessnews.com/2020/09/23/the-complete-chess-swindler/" target="_blank" rel="noopener">Winner</a> of ECF Book of the Year was no surprise whatsoever and justly deserved. It was a pleasure to read of those who had become FIDE Arbiters : we badly need such persons if we are to run sufficient FIDE rated events to cater for the increasing demand especially since England has recently abandoned the <a href="https://britishchessnews.com/2020/06/21/remembering-sir-richard-william-barnes-clarke-kcb-obe-13-xiii-1910-21-vi-1975/" target="_blank" rel="noopener">Clarke</a> Grading system and replaced it with an Elo style rating system. I could always mention the Netflix phenomenon of Walter Tevis&#8217;s Queen&#8217;s Gambit but I won&#8217;t. I mentioned it once(?) and I think I got away with it.</p>
<p>So, we have covered 8 out of 15 sections as we turn to page 27. Its going to be a thin one for 2021 surely? Not so. Thanks to <em>CHESS</em> Magazine we have reports covering 43 pages of home news reported by the much loved magazine launched in 1935 for 1/- (a shilling which is 5 new pence for those born post February 15th 1971) by <a href="https://britishchessnews.com/2020/04/04/remembering-baruch-harold-wood-msc-obe-13-vii-1909-4-iv-1989/" target="_blank" rel="noopener">BH Wood</a>. Within these pages we have 16 annotated games from the pages of the aforesaid publication. BHW would have been most proud that his magazine was doing its bit for 2020 as it did during the Second World War.</p>
<p><strong>Events Around England</strong> runs to 32 pages of more familiar content such as reports of the Four Nations Chess League (4NCL), the ECF Counties Championship, Hastings International Congress and so on and so forth with that well-known &#8220;English&#8221; event, Gibraltar making a welcome appearance thanks to the reporting of John Saunders.</p>
<p>Now at page 101 (and less than half-way through) you might think what else can there be to report?</p>
<p>Indeed and at this point the ECF&#8217;s new Director of Home Chess, Nigel Towers, steps up to the plate and offers 15 pages reporting of the largest growth sector for the English chess scene, (no not discussions of ratings versus gradings) but, chess played on-line (as some might call it <em>The InterWeb</em>)  including the scores of eight games.</p>
<p>Tim Wall continues our journey adding a lighter and more humorous touch with a veritable potpourri of musings on various topics including absent minded cats, Vladimir Ilyich Ulyanov (aka Lenin), Arthur Ransome and a modern resurrection (with the joie de vivre) of Howard Staunton via HSs enjoyable Twitter feed. Who is the person behind the account? Answers on a postcard to&#8230;.</p>
<p>Not to be outdone, the ECF&#8217;s Newsletter compiler and editor, Mark Rivlin conspired with the aforementioned young Timothy to bring us a gathering of lockdown interviews with the great and good including Danny Gormally, Shreyas Royal, Lorin D&#8217;Costa, James and Jake. If you want to know who James and Jake are (and I do now!) then purchase the Yearbook!</p>
<p>The largest (58 pages) section for 2020 could leave me facing charges of nepotism&#8230; <em>British Chess News</em> was delighted to be invited to provide content and twelve biographies of some of the most significant contributors to English chess. These names include Harry Golombek OBE, Hugh Alexander CBE, Vera Menchik, Tony Miles and Fred Yates. I won&#8217;t comment on the articles veracity but leave that for you to discover.</p>
<p>The final section, and one of my favourites, is that of the Studies Editor of <em>British Chess Magazine</em>, Kent based Ian Watson. Ian provides the best new studies of 2020 and reflects on the life of one of England&#8217;s foremost composers, <a href="https://britishchessnews.com/2020/03/20/richard-kenneth-guy-30-ix-1916-09-iii-2020-rip/" target="_blank" rel="noopener">Dr. Richard K Guy</a>.</p>

<p>At 209 pages we have reached the end. The English Chess Federation have done a splendid job in getting this Yearbook produced and published in challenging circumstances. Long may the tradition continue!</p>

<p>Just over two years ago today we learnt the sad news that popular longtime Arbiter and Organizer David Welch had passed away at the age of 74 after a long illness : he was being cared for in The Royal Liverpool Hospital. The funeral took place at Landican Crematorium, Arrowe Park CH49 5LW at 12 noon on Friday 6th December. Following the funeral, the wake took place at the Grove House Hotel, Grove Road, Wallasey CH44 4BT.</p>
<p>David was born on Tuesday, October 30th 1945 in Brampton, Chesterfield, Derbyshire and attended Chesterfield Grammar School (see below).</p>
<p>He played for Wallasey Chess Club for many years having initially been a member of Liverpool Chess Club.</p>
<p>David attended Queens&#8217; College, Cambridge reading Natural Sciences (Chemistry) and (according to John Swain) David served Cambridge University Chess Club as Junior Treasurer, Librarian and Bulletin Editor.</p>
<p>In 1968 David and Peter Purland started teaching at the same Liverpool school (Liverpool College) on the same day and continued their friendship from there. David also ran the college scout troop. </p>
<p>In the same year David joined Liverpool Chess Club and became a leading light fairly early on.</p>

<p>David became a BCF arbiter in the early 1970s eventually becoming the BCFs Chief Arbiter and then the ECFs Chief Arbiter and was heavily involved in many British Championships around the country.</p>
<p>David was curator of ECF equipment for some time and personally funded much of the BCFs and ECFs early equipment stock.</p>
<p>He became a FIDE International Arbiter as early as 1977 and was awarded the FIDE International Organizer title in 2010.</p>
<p>In 2007 David received the ECF Presidents Award from Gerry Walsh. Here is the citation in full (from the 2008 ECF Yearbook) :</p>
<p>&#8220;David Welch started chess organisation early being captain of the Chesterfield Grammar School team that played both in the school&#8217;s league and in the local adult league. He joined the Liverpool Chess Club after leaving University in 1968 and has held various posts with them , he is now their President. He set-up the Liverpool Chess Congress in about 1978. </p>
<p>Additionally, he was the director of the Liverpool Chess Congress. Although now defunct this was in its day the largest junior event in the UK (perhaps even the world) having 2000 entrants at the time of Spassky-Fisher (sic). He has also been involved in the Liverpool city of culture initiative.</p>
<p>He had also had a considerable involvement with the ECF. He is the the Merseyside representative to the ECF. He has been helping run the British Championships since 1981; starting at one of the arbiting team he has been Director/Manager of the congress since 2005. He has been Chief Arbiter of the Federation since about 1992. He also does the arbiting at a number of congresses and is, in particular, the Chief Arbiter of the 4NCL.&#8221;</p>

<p>in 2016 David <a href="https://www.englishchess.org.uk/2016-arbiters-awards-congratulations-to-david-welch/" rel="noopener noreferrer" target="_blank">received recognition</a> from FIDE for his long service as an International Arbiter. David was the third English arbiter to receive the honour, following Stewart Reuben and Gerry Walsh in 2014.</p>

<p><em>BCN</em> remembers CM David Anderton OBE who passed away on Friday, April 1st 2022.</p>
<p>In the 1977 New Years Honours List, Civil Division, David was awarded the OBE. The citation read simply : “For services to Chess”</p>
<p>David William Anderton was born in the district of Walsall, Staffordshire, West Midlands. His mother&#8217;s maiden name was Coltart and David resided in Walsall.</p>
<p>David was married to Doreen in 2005.</p>

<p>&#8220;David won the ECF President&#8217;s Award in 2009 following his stepping down as ECF legal expert. This is the citation from the 2010 <em>ECF Yearbook</em> :</p>
<p>&#8220;As this is Gerry Walsh&#8217;s last year as President it was considered appropriate that he be allowed to choose someone receive the award. Gerry has worked with David for all his time with BCF and ECF and has selected him due to his tireless and selfless devotion to both the BCF and ECF over many years.</p>

<p>Most of you will know David and will agree that this is a well deserved award. It is fair to state that David&#8217;s assistance over the years has been invaluable and that without it many areas of the Federation would have found it difficult, if not impossible to operate.</p>

<p>Since my election David has been a constant friend and confidante. He has invariable given sound advice throughout my term of office. It was John Wickham who rang me and suggested that due to my length of tenure, a special award might be in order.</p>

<p>After years of selfless and generous devotion serving as ECF President, International Director, Captain of the England Team and legal adviser, this seems to be a fitting tribute.</p>

<p><em>BCN</em> mourns the passing of Dr. Julian Farrand (13-viii-1935 17-vii-2020). He was 84 years of age.</p>
<p>Julian Thomas Farrand was born August 13th, 1935 in Doncaster in the West Riding of Yorkshire.</p>
<p>Dr. Farrand QC(Hon), formerly the Insurance Ombudsman, became the Pensions Ombudsman, and he had been a Law Commissioner and a University Professor of Law at the University of Manchester where he was Dean of the faculty.</p>
<p>Most recently he lived  in Morpeth, London, SW1.</p>

<p>His first recorded game in Megabase 2020 was white at the 1968 British Championships in Bristol against life-long friend CGM <a href="http://britishchessnews.com/2020/04/10/remembering-cgm-keith-bevan-richardson-02-ii-1942-10-iv-2017/">Keith Bevan Richardson</a>. Together with Raymond Brunton Edwards, Julian and Keith were long-time trustees of the BCFs Permanent Invested Fund (PIF).</p>
<p>Julian played for Pimlico, Cavendish and Insurance in the London League and he maintained a standard play grading of 172A in 2020 as well as a FIDE rating of 1943 for standard play. He also played in the London Public Services League, the Central London League and the City Chess Association League. He made regular appearances in the Bronowski Trophy competition and the World Senior&#8217;s Team Tournament.</p>
<p>His (according to Megabase 2020) peak Elo rating was 2238 in April, 2004 aged 69. It is likely to have been higher than that if it was measured.</p>
<p>Julian joined Barbican following its merger with Perception Youth to become Barbican Youth in the Four Nations Chess League (4NCL).</p>
<p>His favourite openings with white were : The Richter-Veresov Opening in later years and the English/Barcza Opening in earlier times.</p>
<p>With Black he enjoyed the Czech System and the Lenningrad Dutch.</p>
<p>His son, Tom, is a strong player and a successful barrister with expertise in Intellectual Property Rights, Trademarks and Copyright law.</p>
<p>His wife (married in 1992), <a href="https://en.wikipedia.org/wiki/Brenda_Hale,_Baroness_Hale_of_Richmond" rel="noopener noreferrer" target="_blank">Baroness Hale of Richmond</a>, served as President of the Supreme Court of the United Kingdom from 2017 to 2020, and serves as a member of the House of Lords as a Lord Temporal.</p>

<p><a href="https://www.ecforum.org.uk/viewtopic.php?f=46&#038;t=10928" rel="noopener noreferrer" target="_blank">Memorial messages have been posted</a> on the English Chess Forum and many will, no doubt, follow. Included are older games from John Saunders not found in the online databases.</p>
<p>In 2015 Julian (together with fellow trustees Keith Richardson and Ray Edwards) received the <a href="https://www.ecfresource.co.uk/ecf-awards/" rel="noopener noreferrer" target="_blank">ECF President&#8217;s Award</a> for services to the Permanent Invested Fund.</p>
<p>Here is the citation from the 2015 award :</p>
<p>&#8220;Julian is best known as the first-ever English ombudsman (in insurance). He is the husband of law lord Baroness Hale. I (SR) first met him at about the age of 12 year old when playing for my school. He is about four years older. Both Ray and Julian are members of the Book of the Year Committee and have been reviewing books for this purpose for many years. Both are quite strong chess players, indeed playing for England in the same team in the European 60+ Team Championship in Vienna 11-20 July 2015. Keith was to have been a member of the same team, but his wife’s ill-health forced him to withdraw.&#8221;</p>
